History
Tartarus has many slaves from previous wars who live as Peasants and toil in the fields. The Peasants are not particularly well cared-for, and nobody raises any sort of fuss if one or two dozen of them disappear. And if those Peasants disappear into the Tartarusian Breeders' experimental breeding program in exchange for unspecified money or favors, who is going to say anything? Certainly not the Peasants. Still, when you meet a Peasant, you never know if there is a monster lurking underneath.
